6. I have on one or two former occasions reported on the old project of a floating school for boat children. I have once more considered the project and discussed it with teachers, supervisors of boat people and Harbour-officers (who act as local officers in the places catering for them) and I am of the opinion that a floating school is not needed, and if constructed, would prove an endless source of trouble and expense, besides being liable to disastrous destruction, with loss of life, during every typhoon season.
The teacher would have to be one who dare to live afloat, which is at present an impossible condition, as men could not be employed on board. Girls attending the school would have to be kept ready for typhoon season, and school materials and furniture would be constantly interfered with by boat people, whilst the popularity and attendance of the school would be undermined.
